Get Ready for New UK Customs Regulations Starting January 31, 2025

As of January 31, 2025, new UK customs regulations will take effect regarding Safety and Security Declarations (ENS – Entry Summary Declarations). These changes will impact businesses importing goods into the UK, requiring them to adjust their customs procedures.

Who Will Be Affected?

  • Imports from the EU: All goods imported from EU countries must be covered by a Safety and Security Declaration.
  • Imports from non-EU countries: The requirement already exists and will remain unchanged.

What Is a Safety and Security Declaration (ENS)?

This document contains critical information about incoming goods, helping UK customs authorities assess security risks and ensure smooth import processes.

What Are the New Requirements?

  • Fewer required fields: The number of mandatory fields has been reduced to 20, with 8 conditional and 9 optional fields, simplifying the process.
  • Submission deadlines: Declarations must be submitted before goods arrive. For example, containerized maritime transport requires submission at least 24 hours before loading at the port of departure.

Who Is Responsible for Submitting ENS?

  • The carrier or their representative is responsible for filing ENS.
  • Importers and intermediaries may submit it on the carrier’s behalf if authorized.

How to Prepare for These Changes?

  • Register for the Safety and Security GB (S&S GB) system and ensure you have a GB EORI number.
  • Clarify responsibilities within your supply chain to avoid delays.
  • Work with a customs expert to navigate the new rules efficiently.
